- This year’s Canada: The State of the Federation examines the shifts in Canadian political culture over the last couple of decades. Political culture defines the environment in which governments operate, and t he constraints and opportunities placed on them by public demands. The analyses contained herein shed light on how the wider world of Canadian politics impacts on the relatively secretive processes of Canadian intergovernmental relations. General observers of Canadian politics as well as intergovernmental relations specialists should both benefit from the analyses made here.The contributors to this volume approach the question of political culture from a variety of perspectives and methods. Collectively, they indicate that Canadian political culture is changing in various ways. These changes have important implications for the federal party system. Furthermore, the new political culture in Canada, especially in relation to questions of taxation and public spending, appears to be constraining the space for intergovernmental negotiations and manoeuvring. On the other hand, Canadians overwhelmingly want their governments to cooperate. How Canadians and their governments manage the tensions in these dynamics will shape future directions in the federation.
